Helium is the smallest element because its at the very top so it has fewer amount of energy shells. it has thehighest IE because it holds its electrons very close and its hard to remove them.

The noble gases dont have EN values because they have a full valence shell.

Flourine has the highest EN because its part of the Halogens and it is theMOST non-metallic element.
